Petrol Subsidy Registration 2026: How to Actually Get Your Rs100 Per Litre Discount

Last updated: 18 September 2026

Okay, let’s talk about this properly, because there’s a lot of confusion floating around and I don’t want you wasting your time.

Short version: Prime Minister Shehbaz Sharif announced a Rs100 per litre petrol discount on 13 September 2026. If you own a motorcycle, rickshaw, Qingqi or a car up to 800cc, you probably qualify. And here’s the thing most people get wrong — there is no online form to fill out. Registration happens entirely by SMS to 9771. That’s it. One text message.

If someone sends you a link to an “online apply” page for this scheme, close it. I’ll explain why below.

Petrol Subsidy Registration 2026: How to Actually Get Your Rs100 Per Litre Discount

Wait, so “petrol subsidy registration online” isn’t a thing?

Not in the way people expect it, no.

The government built this whole system to run over SMS deliberately. The Ministry of IT set it up with NADRA, the telecom companies and the provincial excise and transport departments, so your CNIC and your vehicle registration get checked automatically against official records. No forms, no office visits, no middleman.

Think about who this scheme is for — a rickshaw driver in Sukkur, a delivery rider in Lahore, a Qingqi driver in Peshawar. A lot of them don’t have a smartphone or reliable internet. But every single one of them has a phone that can send a text. That’s the whole logic.

So when you search “petrol subsidy registration online,” what you actually need is the SMS method. Let’s do it.

Are you eligible? Check this table first

Vehicle typeEligible?Monthly petrol quotaMaximum monthly saving
Motorcycle✅ Yes20 litresRs2,000
Auto rickshaw✅ Yes20 litresRs2,000
Motorcycle rickshaw / Qingqi✅ Yes20 litresRs2,000
Other two & three-wheelers✅ Yes20 litresRs2,000
Car up to 800cc (Mehran, Alto, Bolan, etc.)✅ Yes30 litresRs3,000
Car above 800cc❌ No——
Diesel vehicles❌ No——

The discount is Rs100 off every litre, up to your monthly quota. Petrol was sitting around Rs375 per litre in mid-September 2026, so within your quota you’d be paying roughly Rs275 instead. That number moves whenever petrol prices move — but the Rs100 saving stays fixed.

Honest note: 20 litres a month isn’t going to change your life. But for a rider doing food deliveries all day, Rs2,000 a month is groceries for a week. That’s the scale we’re talking about — real relief, not a windfall. Anyone promising you more than this is lying to you.

The registration SMS: exact format

Get these four things in front of you before you type anything:

  1. Your 13-digit CNIC number — no dashes
  2. Your vehicle registration number (number plate) — no spaces, no dashes
  3. Your province code — one letter, from the table below
  4. Your vehicle registration date — in DDMMYYYY format

Province codes

Province / RegionCode
PunjabP
SindhS
Khyber PakhtunkhwaK
BalochistanB
IslamabadI
Azad Jammu & KashmirA
Gilgit-BaltistanG

The message

Type this and send it to 9771:

REG <CNIC> <VehicleNumber> <ProvinceCode> <DDMMYYYY>

So if your CNIC is 3520112345671, your plate is LEA1234, you’re in Punjab, and your bike was registered on 2 September 2026, your message looks like:

REG 3520112345671 LEA1234 P 02092026

Send it. Wait for the confirmation SMS.

The SMS is free. It costs you nothing. The Prime Minister ordered the charge removed on 15 September 2026, so if your operator bills you for it, that’s a mistake worth complaining about.

Two rules that trip most people up

I’ve seen a lot of failed registrations in the last few days, and it’s almost always one of these two things:

1. The SIM must be registered in YOUR name. Not your brother’s, not your father’s, not your shop’s number. The system checks the CNIC in your message against the CNIC the SIM is registered under. If they don’t match, it fails. No exceptions, no appeals.

2. The vehicle must be registered in your name too. Ownership gets verified automatically through your provincial excise and transport department. If you bought a bike on an open letter and never transferred it — this is the moment that comes back to bite you. Go get the transfer done.

Other common mistakes: extra spaces in the number plate, dashes in the CNIC, writing the date as 2/9/2026 instead of 02092026. Be exact. The system is a computer, not a person who’ll figure out what you meant.

If your CNIC was updated with NADRA very recently, wait a few days before registering — the records need time to sync.

Registration is only step one. Now the token.

This is the part people miss, then turn up at the pump confused and annoyed.

Registering does not mean you show your CNIC at the pump and get cheap petrol. You need a token for every fill-up.

Before you go to the petrol pump, send:

TOK

to 9771, from your registered number.

You’ll get a message back with a token number, your vehicle registration number, how much petrol you’re entitled to, and how long the token stays valid. Show that SMS at a participating pump. Their verification device confirms it, and you pay the discounted rate.

StepWhat you doWhat you get
1. RegisterSend REG ... to 9771Confirmation SMS (one time only)
2. Request tokenSend TOK to 9771Token with quantity + validity
3. Go to the pumpShow the token SMSPetrol at Rs100/litre less

Important: the registered owner has to be physically present at the pump. The token is tied to your specific vehicle — you can’t hand it to a friend, and you can’t use it on a different bike. If a token expires unused, nothing bad happens, you just request a fresh one after the waiting period.

When does it actually start where you live?

LocationRelief live from
IslamabadMidnight, 14–15 September 2026
Rest of Pakistan, AJK & Gilgit-BaltistanMidnight, 16–17 September 2026

Registration itself opened on 13 September 2026, the day of the announcement, and is open now everywhere.

Keep in mind these are two separate things. You can be fully registered before the pumps in your particular area have their verification devices switched on. If your local pump says they can’t process it yet, they’re probably telling the truth — try a larger station on a main road.

The government has also set up help desks at petrol pumps, staffed by government officials, volunteers and pump staff, specifically to walk people through registration. If you’re stuck, that’s a better use of your time than arguing with a pump attendant.

Please don’t fall for this

Any government scheme this big attracts people trying to make money off it. Here’s what you need to know:

  • Registration is free. Sending the SMS costs nothing. Nobody needs to be paid.
  • Nobody can increase your quota. 20 litres is 20 litres. 30 is 30. It’s coded into the system.
  • There is no agent, no “fast-track,” no approval fee. Approval is automatic and based on database checks.
  • Don’t share your CNIC or vehicle documents with anyone offering to register you.
  • Be sceptical of “apply online” websites for this scheme. The official channel is the 9771 SMS service. If a site asks for your CNIC in a web form, walk away.

If someone tries any of this on you, they’re committing fraud. Don’t pay them, and warn the people around you — especially anyone who isn’t comfortable reading English news.

Troubleshooting: why isn’t it working?

ProblemMost likely reasonWhat to do
No reply from 9771Message format wrong, or system loadRecheck format carefully, resend after a few hours
“Not eligible” responseVehicle not in your name, or above 800ccVerify ownership with your excise department

Pump won’t accept tokenVerification device not installed yetTry a different participating station
CNIC mismatch errorSIM registered to someone elseRegister using a SIM in your own name

If nothing above solves it, the Ministry of IT has set up a helpline for cases that can’t be resolved through the SMS system, and the help desks at petrol pumps can escalate issues too.

What this is costing the government

Worth knowing, because it tells you something about how long this lasts.

Petroleum Minister Ali Pervaiz Malik said on 14 September that the scheme will cost roughly Rs25 billion per month — with estimates running toward Rs300 billion if it runs for around ten months. Pakistan has roughly two crore motorcycles on the road, so the actual number of beneficiaries depends heavily on how many are properly registered.

That last point matters for you personally. The Prime Minister specifically asked provincial governments to help motorcycle and rickshaw owners register their vehicles in their own names — partly for this scheme, partly so the data exists for future relief programmes. If your bike is in someone else’s name, sorting that out now puts you in line for whatever comes next too.

Quick FAQ

Can I register online instead of SMS?

No. Registration for this scheme is SMS-only, to 9771. There is no official online application form.

Does the registration SMS cost money?

No. The SMS charge was waived on the Prime Minister’s instructions on 15 September 2026.

How many times do I have to register?

Once. After that you only send TOK before each fill-up.

Can I register two vehicles on one CNIC?

The system verifies each vehicle against ownership records. Each registration is tied to a specific vehicle and CNIC combination, so check with the help desk for your specific situation.

Is diesel included?

No. This scheme covers petrol only.

Is my 1000cc car eligible?

No. The cut-off is 800cc engine capacity.

What if I don’t get a confirmation message?

Recheck your format — most failures are formatting errors. If the format is right and there’s still no reply after a few hours, resend.

Does the discount change when petrol prices change?

The Rs100 per litre saving stays fixed. What changes is the final amount you pay, because that tracks the official petrol rate on the day you redeem your token.

Where to check for updates

Fuel prices in Pakistan are changing frequently right now, and scheme details may be adjusted as the rollout continues. Before you act on anything, check current information.

My honest take

This is a genuinely useful scheme for the people it targets, and the SMS-plus-token design is smarter than the blanket subsidies Pakistan has tried before — the quota caps mean it can’t spiral, and the NADRA verification means it’s hard to game.

The weak point is awareness. A lot of the people who most need this either don’t know it exists or think there’s some complicated online process involved. There isn’t. It’s one text message.

So if you know a rider, a rickshaw driver, or a family running an old Mehran — send them this. Takes them two minutes and it’s Rs2,000 or Rs3,000 a month back in their pocket.
