The 9771 Fuel Subsidy Scheme is the Government of Pakistan's Rs100-per-litre petrol relief programme announced by Prime Minister Shehbaz Sharif on 13 September 2026. It covers motorcycles, rickshaws, Qingqis and cars up to 800cc — up to 20 litres a month for two and three-wheelers and 30 litres for small cars.

Registration is done by one free SMS to the short code 9771, verified automatically against NADRA and provincial excise records. There is no web form and no agent. Use the free tool above to build your message correctly and send it in a single tap.

Never pay anyone for this

Registration on 9771 is free. No agent can approve you faster, and nobody can increase your monthly quota — it is fixed in the system. Do not share your CNIC or vehicle documents with anyone offering to register you, and be very careful of websites asking you to fill your CNIC into a web form for this scheme.

What exactly is the 9771 scheme?

On 13 September 2026, Prime Minister Shehbaz Sharif announced a special relief scheme to soften the impact of rising global oil prices on ordinary people. The headline is simple: Rs100 off every litre of petrol, but only for the vehicles that low and middle-income households actually depend on.

The Ministry of IT built the delivery system with NADRA, the telecom operators and the provincial excise and transport departments. That is why registration runs over SMS rather than a website — verification is automatic, there are no forms to process, and someone with a basic keypad phone in rural Sindh can register just as easily as someone with a smartphone in Lahore.

Federal Minister for Petroleum Ali Pervaiz Malik said the programme will cost roughly Rs25 billion per month. Climate Change Minister Dr Musadik Malik described the target beneficiaries plainly: delivery riders, rickshaw drivers, and families whose only vehicle is a motorcycle or a small car.

Who is eligible and how much quota you get

Vehicle TypeEligibleMonthly QuotaMaximum Saving
MotorcycleYes20 litresRs2,000
Auto rickshawYes20 litresRs2,000
Motorcycle rickshaw / QingqiYes20 litresRs2,000
Other two & three-wheelersYes20 litresRs2,000
Car up to 800cc (Mehran, Alto, Bolan)Yes30 litresRs3,000
Car above 800ccNo——
Diesel vehiclesNo——

The Rs100 saving per litre is fixed. What changes is the final amount you pay, because that follows whatever the official petrol rate is on the day you redeem your token.

The complete process, start to finish

  1. Register once on 9771 Use the generator above, or type it yourself: REG, your CNIC, your plate number, your province code, your registration date. Send it to 9771. You only ever do this once.
  2. Wait for the confirmation SMS Your details are checked automatically against NADRA and your provincial excise department. If everything matches, a confirmation message arrives. Sending the SMS is an application, not an approval.
  3. Request a token before every fill-up Send TOK to 9771 from your registered number. You get back a token number, your vehicle registration number, the petrol quantity you are entitled to, and how long the token stays valid.
  4. Show the token at a participating pump The station's verification device confirms the token against your vehicle, and you pay Rs100 less per litre up to your quota. The registered owner must be present.
  5. Repeat each time until your quota runs out Request a fresh token whenever you need fuel, within your 20 or 30 litre monthly limit.
Two rules that cause almost every failure

1. The SIM must be registered on your own CNIC. Not your brother's, not your shop's number. The system matches the CNIC in your message against the CNIC the SIM is issued under. A borrowed number will not go through.

2. The vehicle must be in your name. Ownership is verified automatically through your provincial excise and transport department. If you bought your bike on an open letter and never transferred it, get that transfer done — the Prime Minister has specifically asked the provinces to help motorcycle and rickshaw owners register vehicles in their own names.

Registration itself opened on 13 September 2026 and is open across the country now. Remember that registration and pump readiness are two different things — you can be fully registered before every station in your area has its verification device switched on.

Stuck? Use the help desks

On 16 September the Prime Minister ordered help desks to be set up at petrol pumps, staffed by government officials, Prime Minister's Youth Programme volunteers and pump staff, specifically to walk people through registration. If the SMS keeps failing, that is a far better use of your time than arguing with a pump attendant. The Ministry of IT has also set up a helpline for cases the SMS system cannot resolve.
