Description of Work

Panel Advocates appointed to FBR’s Service Law Panel will be required to:

Provide legal opinions, endorsements, and recommendations on matters relating to service law, employment matters, disciplinary proceedings, promotion and seniority disputes, pension matters, terms and conditions of service, and constitutional and administrative law issues concerning FBR and its employees
Appear before the Federal Service Tribunal (FST), High Courts, Supreme Court of Pakistan, Federal Constitutional Court, and other judicial and quasi-judicial fora on directions of FBR
Prepare para-wise comments, replies, appeals, petitions, applications, and other pleadings for submission before competent fora
Conduct and monitor litigation on behalf of FBR and keep the department informed of all significant developments in pending cases
Convey court/tribunal directions, short orders, orders, and judgments to the department promptly and assist in ensuring timely compliance
Submit written progress reports on cases, including next date of hearing, and reports on any digital application deployed by FBR
Assist FBR in formulating litigation strategy and legal risk assessment in service-related matters

Required Qualification and Eligibility

Education

Bachelor’s or Master’s Degree in Law (LLB or LLM) from an HEC-recognized university
Foreign law degree holders must submit an equivalence certificate issued by HEC

Bar Council Enrolment

Must be enrolled with the Bar Council as an Advocate High Court or Supreme Court of Pakistan
